Subject: Account Access Information

Dear member,
The credit card we have on file for your PayPal service was declined when we attempted to bill you on 01/30/2015 for your most recent service fees.
For this reason, your service could be suspended.

You must update your billing information immediately in order to avoid any interruption to your services.
Once your credit card information is updated, you will be charged immediately, as soon as payment is received.
You can update your credit card simply by download the form attached in email Thanks.

This is definitely a fake site. I also received this e-mail, but not on Gmail (through which is my PayPal account registered), but on my other e-mail address.

This is fake! And if you google "Libby Barr
Managing Director, Customer Service", such person exists and is a managing director of BT.
BTW if any company has you details and wants something from you, they usualy use your name - "Dear John Smith", they don't use "dear member".
